Yes, good question. I have the feeling that if a significant number of developers here are complaining about Paypal, it may be just because Paypal having been around for such a long time, there are more people using it, thus more people to report problems. I just developed my own payment module for a customer, and so far my experience with the Paypal technical support has been a bad experience.
