There are lots of options out there for making phone calls and utilizing a text to speech engine or pre-recorded wav file. I use a company called Voxeo to generate automated outbound reminder calls and such. They have purchased a couple new providers in the last year or two and added a lot of capabilities to their system that I have yet to use. I highly recommend them and they do already have some existing Coldfusion code examples in their documentation.
