These types of organizations love Cost/Benefit Analysis reports. Figure out how much it would cost to redevelop these applications compared to the cost of a few licenses. Also, more powerful hardware can be bought cheap (used/refurbished) and ColdFusion 7, 8 and 9 are far more powerful than ColdFusion 5 and can handle more load on a single machine than ColdFusion 5 (with proper configuration of course). It may be possible to serve the same load or greater with far fewer ColdFusion licenses.
