If you buy a new license, you can use it with an older version of CF. Here's my suggestion: talk to an Adobe EDU sales rep. Tell him about your situation. Tell him that you'd like to upgrade to a new version, but you simply don't have the budget to do that this year. Ask him if he'll write a letter validating your current license situation, so that you don't have to get rid of your CF servers in the meantime - of course, if you had to get rid of CF today it's less likely you'll purchase a license in the future. Then, buy a CF license next year.
