I think you misunderstood my suggestion. I think that the encoding of that string may be broken in some way when you drop it as a literal value in CFLOCATION. You can test this by using Firebug or Chrome Developer Tools to look at the Location response header and compare it to what you get when you go directly to the URL in question.
