Sounds like a trick argument to me.  Trying to argue the merits of a product
based on the number of users is flawed.  Focus on the flaws and limitations
of FrontPage.  If he doesn't want to go CF, so be it, but make sure he's
aware that the other options for dynamic development include ASP, PHP, JSP,
Perl, etc, but that FP is not an option.
