No, there's a separate password for RDS. It's often set to be the same as
the CF Admin password, though, and when you install CF 5, you have the
option to set both passwords to the same value, although in any case you can
later change one or the other in the CF Administrator.

By default, no. When you install CF, both the Cold Fusion Application Server
and the ColdFusion RDS Service are set to run as SYSTEM, which has no
network rights. You can configure the CF server to have network rights by
setting it to run as a different user (described very well at
http://www.defusion.com/articles/index.cfm?ArticleID=89). To be perfectly
honest, I don't know if the RDS service would itself have to be similarly
reconfigured, because I've never tried.

I don't think RDS is especially secure, by default, and wouldn't recommend
running it on a production server.
