The developer edition is free! There are a number of hosting companies that support CF so the deployment costs are low. If fact using a hosting company is the better option for small organisations because there's not need to buy the hardware, software and internet connection and someone to manage the system. Ten's thousand versus a couple of hundred's of dollars to setup. Similarly for the running costs.
