What I'm seeing is some fairly slow performance with debug either on
or off.
The CF monitor suggests the average request time is around 100-200ms
but users are reporting the site is slow which I can observe also.
This is why I enabled debug, which I think confirms that CF itself is
performing ok.
So I'm thinking it might be a bandwidth issue perhaps. Does this
sound likely?

Creating the debug output itself and rendering it in your browser
takes ages. In particular if your app uses a framework with
potentially lots of CFC instantiating and method calls and the
associated debug output.
