ilya-biryukov added a comment. In addition to that, NFC is also often used as a way to tag commits that should not cause any problems. wrt to this change, I don't think anything was done wrong. It even went through review, although often we don't send reviews for NFC changes.
Downstream projects should be ready to update their code when public API changes like this happen, LLVM does not promise to keep a stable public interface in the C++ APIs.
