Catch trivially true statements of the form a != 1 || a != 3. Statements like
these are likely errors. They are particularly easy to miss when handling enums:

enum State {
RUNNING,
STOPPED,
STARTING,
ENDING
}

...
if (state != RUNNING || state != STARTING)
...
