Initialization now handles positive and zero lengths for default-kind 
`CHARACTER` values with runtime lengths. Initialization support for higher 
`CHARACTER` kinds remains incomplete. The following reproducer demonstrates the 
gap:

Save that source as `repro.f90`. The command `flang -fc1 -emit-llvm 
-finit-local=0xAA repro.f90 -o -` allocates `[3 x i16]` and runs three 
iterations with an `i16` stride. Each iteration emits one `store i8 -86`. The 
copy that follows moves all six bytes.

Could the fill cover `LEN` times the byte width of the character kind? 
Alternatively, could the implementation store a complete code unit with every 
byte set to the fill value?

Could you add higher-kind `CHARACTER` tests that cover fixed and runtime 
lengths?
