I'm not familiar with Toodledo service but

mentions both VTODO and VEVENT.

You can export from Chandler Desktop to .ics then import to Toodledo,
<http://www.toodledo.com/info/help_appleical.php> is comparable, but that's
a one-off, a transfer; what you copy to Toodledo will fall out of sync with
what's managed on Chandler Hub.
