Job Summary:

Candidate should have experience working in an agile environment and be
able to perform simple SQL queries to verify database effects. Familiarity
with service oriented testing approaches such as making RESTful API calls
to verify functionality is also desired. Experience with manual testing and
automated testing tools, such as Selenium WebDriver, Cucumber, SpecFlow,
Fitness or other Behavior Driven Development practices is required.
Candidate may also be involved in performing business analysis tasks
including: writing and/or modifying requirements, user stories, acceptance
level tests, design documents, and related technical documentation.
Candidate should also be able to develop toolsets to augment QA and
development testing and also work closely with Software Developers and
other QA Engineers in small scrum teams to deliver the highest quality

The Business Analyst (BA) at DODD will provide program technical assistance
to state and contracted information technology professionals during one,
multiple or all phases of an assigned project.   BA’s gather information
from various sources (business, and technical teams) during the inception
(i.e., development of the scope and outline of the general requirements) of
a project.  The BA will need excellent verbal and written communication
skills to fulfill this role.



DODD is an AGILE shop; as part of the BA activity, BA’s will be asked to
develop and refine user stories.  In order to perform this function the BA
should be conversant with the Microsoft Visual Studio Platform.
Specifically*, VSTS 2012/2013 in order* to: Add user requirements to
stories; Add artifacts obtained from the business to stories, Develop
supporting artifacts based on interviews with the technical and business
team; Write acceptance criteria;  Assisting with the development of
acceptance criteria; and Manage the state of user stories from committed to
ready for test processes.  *The BA may use a variety of tools including
VISIO, Balsamiq, and PowerPoint to develop mock-ups and artifacts   *



The BA will also work closely with the QA team to support testing processes
in pre-production and production environments.  In this role the BA will
support the quality assurance team in the testing process.  In order to
provide this support the BA will be conversant with DODD QA standards,
applying them as they assist in the development of test cases and ensuring
that the test cases provide adequate code coverage of user stories.   This
activity could also include mapping user tests to traceability matrices;
again to ensure adequate code coverage.  During release cycles the BA will
work closely with the DODD release Manager to support the release, working
as a liaison to technical resources and serving as the subject matter
expert on the underlying business rules for the system/application

DODD BA’s may also utilize CRM tools to configure applications as assigned.

DODD operates a significant enterprise suite of applications.  Included
within this suite are Medicaid related applications and applications
supporting health, safety and welfare of DODD consumers.   Many of these
applications support processes based on ORC statute and Administrative
rules as well.  In order to have a strong enterprise application suite DODD
maintains a Microsoft SQL server environment.  This environment supports
both the noted applications and associated reporting.   In order to
maintain a robust database infrastructure DODD continues to optimize
existing data structures and provide a framework for migration of data
across transactional reporting environments to data warehouse
environments.  Current ETL work is focused on supporting development of a
hub and spoke DW environment to support the DW pilot project within the
county boards.  This project allows counties better access to key data and
maintains health and safety for consumers.  DODD is proposing to retain key
modeling, and enterprise transformation experts in order to complete the
initiative.



The Product Specialist is the expert for a technical development or
execution environment product or set of products. The primary
responsibility of a Product Specialist is to ensure the availability and
facilitate the productive use of a product for Application Teams or end
users.    The DODD Product Specialist for this engagement will be well
versed in COGNOS and standard ETL tools processes and databases associated
with BI/DW



The Department of Developmental Disabilities (DODD) is the fourth largest
state agency with over 3000 employees providing direct care to
individuals.  Over 300 staff located in central Ohio, provide oversight for
almost 100,000 individuals receiving services from county boards; central
office staff also administer 3 Medicaid waiver programs whose 8000
providers deliver service and supports to 27,000 individuals representing
1.2 billion dollars in claims.  The data warehouse program was implemented
to provide data integration using cutting edge technologies to support
business process improvement.  The data warehouse is built on cutting edge
technologies and hardware with demonstrated cost benefits.   The warehouse
presents data in a common aggregated format supported by advanced ETL
processes that allow users to do ad hoc reporting on data in order to allow
for fresh perspectives on data while supporting common results.  The
approach also maintains access to historical data reporting.   DODD has
focused on multi-faceted approach to ensure success of the project.
Efforts include infrastructure, ETL, and process.



DODD is currently seeking a senior level person with complete and
demonstrable understanding of data warehousing concepts.  Additionally, the
candidate should possess a strong knowledge of ETL processes including
a complete
functional understanding with hands on experience using Microsoft SSIS
packages for the migration of data between OLTP, staging and OLAP
environments.   This understanding would include hands on experience in
control and data flow with SSIS.    The candidate will also possess fluency
in normalization of table structures and have demonstrated modeling
experience with hub and spoke architectures.    The candidate will be part
of the DODD BI DW team working on support and continued enhancements of the
aforementioned project.
