Keep in mind that most street-only cars w/ 3-speed automatics & 8 cyl engines (esp. big blocks) probably rarely exceed 4,000 RPMs.
So, I think Brad is right in saying that most people need to dumb down the formula, but I think the answer is not to second-guess some imaginary minimized VE, but to be realistic about what RPM you want to try to get 100% VE at.
