What is your definition of "short out" .  Off the top of my head,
those items are not on one fused circuit.   I'd recheck for correct
connections behind the dash and look for wires that are crushed between say
the dash panel & frame.   If more than 1 fuse blows, I'd replace one at a
time & see what combination causes them to blow.
