I think it may be different in the USA, but in Ontario (I don't know
about the rest of Canada) a person who is a registered breeder is not
allowed to own unregistered dogs.
I would question though that responsible breeder necessary equates
breed lover or even dog lover. Alot of breeders are good breeders
because they are business oriented, while alot of breeders who truly
love their dogs are not great breeders.....it cuts both ways.
