I wont bother repeating what everyone else has already stated, but I will
add that it is important to take into account the fact that chis are, by
nature, "one person dogs". The fact that you say this is happening while
he is sitting with your sister....so sounds to me like he has made your
sister "his person". While the behavior does need to be corrected, I think
that is an important aspect to remember and keep in mind while trying to
correct the behavior....that is  second nature to a chi to choose a single
person to be "the" person.
