I didn't start training Monster until he was 3. He was already aggressive. Training helped some but I don't think it will ever completely go away but at least I'm able to control it now. He is 5 now. I wish I would have started training and socializing when he was a puppy. I definitely recommend it. I would also recommend the petsmart classes. That is where I took monster and I had a really good trainer and monster did really well and even got canine good citizen certification. I have learned that training a chi is very different than training other breeds. They can be pretty stubborn and you have to do things differently. At least I've had that experience with older chis.
