I actually keep my dogs collars loose enough so if they catch on anything, they will slip over their heads. We use a harness for walking. A good friend lost his bulldog this last spring when her tags got caught on a picnic table and she couldn't get her head out of the collar.. I have also seen a cat hung that way when I was young.. So collars are loose enough to go over heads here.. Harnesses are for leashes
