Thank you Peggy for the link. I read the questions and answers. It looks like 
this ban does NOT apply to rescues, shelters, site dogs etc., farm dogs and a 
few more. Breeders can have 4 breeding female dogs in their own homes but the 
whelping rooms may be inspected. 

I looks to focus primarily on the commercial breeders (puppy mills) in that 
rules will drastically change for puppy mills. Not over 50 breeding dogs, no 
wire cages, no stacked cages and so on. That looks to be a good thing. But I 
was hoping it would at least ban puppy mills but maybe this is a start. Dogs 
should not be sold in pet shops.

I am now starting to make sense of what is going on. It looks like PETA and 
ASPCA have their own agenda to the ban and will push for further regulations 
like stopping all breeding.

I will have to look to see what Maine is all about. We have pet shops still in 
my area that sell dogs from puppy mills only they won't say that. I've spoken 
to them before.

My main concern was rescues being affected and the horror of puppy mills.
