John, This is the correct forum for issues installing/running CHIRP or for issues programming specific radios.
Is the issue that CHIRP won't run on your computer, or that CHIRP runs, but fails to work with this specific radio? And just got clarity sake, you are attempting to program the Baofeng BF-F8HP, a radio with 3 power levels.
