The reason themes don't apply content is because content is not part of our UI - there is a sharp division between our UI (the frame and toolbar) and the content UI, and we don't want to force an association between them. Changing the display of content is something pretty powerful, we want it, and it is something the extensions team is looking at, but it doesn't fall into the category of theming the browser frame, which is (as you note) a much simpler problem. You will get more mileage out of your request if you investigate the work the extensions team is doing. PS They're called 'bugs' because this is a bug reporting system and that's just the lingo we use for everything in it, including our own feature requests. You'll notice that the summary still says "feature request", as does the 'type' label.
