Re Comment 25: My experience precisely - ONLY Chrome does this. I've never come across it in n years of Windows use. To my mind this is NOT something that should have to be 'switched on' as users need to be able to use it without hunting for check boxes, but presently it does interfere with basic editing functions whichever scheme you are using (after all, even if someone's using RTL they still don't want to be switched back to LTR every time they highlight a word). So perhaps a more specific combo could be used, e.g. CTRL+SHIFT+R / CTRL+SHIFT+L for RTL/LTR respectively? Basically anything that can't be hit accidentally and that reflects a clear decision to switch schemes. (Imagine every time you hit CTRL+ALT the screen went black and Windows Security or Task Manager popped up... CTRL+ALT+DEL is almost impossible to do 'by accident' and is designed that way so as not to interfere with other key combos.) Anyway, whether it only kicks in when RTL support is installed is irrelevant. Whichever scheme your language uses, this shortcut (bug) interferes with basic editing functions.
