As a tech writer (who necessarily spends a lot of time writing) I'd like to  
point out
that this issue is quite infuriating and that I've now wasted a good bit of  
company
time tracking down this "feature." I'll not argue that the shortcut in  
Chrome should
be different from the shortcut already used in Windows, but I will point  
out that--if
the behavior is enabled for all users--it _is_ different, as--like other  
commenters
above--I have never encountered this before and, in testing carried out in  
five other
applications on my system, I have not seen the same behavior replicated.

In short, I'd be fine with this if it did work the same way that Windows  
RTL function
does--but it at least manages to stay out of the user's way there. Non-RTL  
users have
been using the same systems as RTL users for a good while now, and if we're  
just now
finding it "strange" in Chrome, that's good evidence that better  
localization is
possible.
