You are right.
IE (and notepad) provide this RTL activation shortcut even for non-RTL  
users. (I can
use this shortcut on my Vista which does not have any RTL support  
installed.) So, I
think it is reasonable for Chrome to provide this shortcut also for non-RTL  
users to
emulate IE and notepad.
