I should speak up and offer an opposing viewpoint.

It really bothers me in Firefox when I close the last tab, and I then
have to close the browser.

But I think the important difference between me and most users is that
I quickly launch new Chrome instances via WinKey+R:"chrome", [Enter],
so opening a new browser is painless.  (Of course, I had to map the
Chrome directory to my Path environment variable.)
