As I recall it wasn't quite as straightforward as simply paying Camrose and friends back. The purchase was made with the agreement that Winston and Clementine would live there rent-free for the rest of their lives, but that Chartwell would go to the National Trust after both their deaths.
It seems like an arrangement that would have suited WSC very well, as I suspect there would have been little possibility of Randolph being able to maintain the estate.
