Sape,
You've stumbled upon Cinelerra's achilles heel, the fact that
Cinelerra's media reader/import function is lacking in support for a
good many file formats. Recently, I've taken to use Monty Montgomery's
version of Cinelerra CV. This version uses FFmpeg as the default media
reader/importer. I've used CinMonty to load 1080P MPEG-PS files
successfully. Using FFmpeg as Cin's default loader makes it easier for
one to determine if a file will read into Cinelerra. Simply: if a file
plays back in "ffplay", then Cinelerra Monty should be able to load it.

You can find more detail on CinMonty here:

Alternatively, if you post a snippet of the file using the same render
parameters to a publically available website or an upload service like
strongspace (http://www.strongspace.com), I will test to see if CinMonty
can load the file for you.

PS - Of course, this begs the question that if the CinCV mavens like
FFmpeg, why don't we consider replacing Cin's default loader with
CinMonty/FFmpeg since it seems to accept more file formats and is
updated on a more frequest basis than Cin's default loader?
