no, it just means that the tx power of the other side of the link is too high for the optical attenuation of the link, which means that the transceiver is unhappy about the amount of receive power. You can probably safely ignore this warning for a -1.8dBm rx. If it bothers you, link in a 5dB attenuator on the patch cable.
