BCRAN book on page 382-3 says:

backup load {enable-threshold | never} {disable-threshold | never} with
"never" meaning "prevents the secondary line from being activated or
deactivated" so I guess "backup load 50 never" will do what you want. My
router confirms the syntaxis, but I've never actually tried it, so please
let me know if I'm mistaken.
