The Designated Bridge election has another, different function: determine which
bridge, as you noted, has the least cost path TO the Root Bridge. This notion of
having a designated bridge precludes the possibility of having simultaneously active
bridges that are acting in parallel to each other between two LANs.
Each election process is triggered anew with topology deltas, of course,
which is
why the STA is a dynamic algorithm.
