On page 351 of the Cisco Press CCNA study guide it states Only named access
lists allow individual statements to be deleted.  Numbered lists only allow
for deletion of the entire list.  Insertion of the new statement into the
list will require deletion and re-addition of all statements after the newly
added statement.
