Actually it is possible in Cisco,

for standard lists do:

(config)# ip access-list standard 10
(config-std-nacl)#no permit blahblahblahblah

for extended do:

(config)#ip access-list extended 102
(config-ext-nacl)# no deny blahblahblah


You'll probably only find this on newer IOS versions
