Do that and you'll really start wondering why there's no traffic on your
network. The BANDWIDTH parameter is in Kbps, so 64 is correct. If you set it
to 64000, it won't affect the operation of the link, but your load will suddenly
be calculated assuming you have a 64Mbps link.
It's a reasonable assumption that the bandwidth will be in bps - especially if
you've just been working with the clockrate command. But no, this is Cisco -
why have consistency??
With regards to the original problem, there's not a lot of info to go on
(especially as I missed the original message and now can't see the config
files), but a couple of possibilities...
Bad link - check for errors at the physical layer.
Routing loop - it looks like every second ping goes missing. If it really is
every second ping, and if the successful pings are returning quickly, it's often
a good hint that you have duplicate paths somewhere and one of them goes into a
loop or black hole. Check your ip routing tables - not just on this router but
on every router between source and destination. I guess you could get the same
problem if one B channel is not working properly but packets are being forwarded
to it.

BRI0, you have
interface BRI0
bandwidth 64
Replace 64 with 64000....?
