Depending on your routing protocol, another way is to have the router dial out under a dialer watch scenario, but advertise only its loopback address out the dialer interface (e.g. "distribute-list out "), so that the device is reachable but doesn't route traffic for the network to which it is attached. This also makes the device more secure (i.e. it never takes an incoming call).

If you are looking for modem access just plug up an external modem to the port using the cisco adapters and console cable. Then configure the router to init the modem and answer it.
