Under what circumstances would you do this though. This may well be my lack
of understanding of all things Windows, so bear with me :-)

With DHCP, a broadcast is converted in to unicast and sent to the address
configured in the ip helper address. Presumably web traffic would not be a
broadcast, and not intercepted by a helper address?

What exactly are you trying to do?
