It might be helpful if you could describe what you want to monitor. For utilization MRTG works well, and it's free, though it's a bit strange to set up the first time through. Also, Solarwinds is pretty inexpensive, and does utilization and other router/switch stats (CPU, memory, errors, etc..) through SNMP.
