You can do this by creating a standard IP access list and apply it to your VTY's. You can make it more stricter by playing with the wildcard mask bits. A sample config could look like this:
access-list 55 permit 172.16.1.0 0.0.0.255
.
.
.
line vty 0 4
access-class 55 in
