I'm not sure if this is the same issue I dealt with (on a Firmware 1924),
but 2 things come to mind. Don't ask me why, but I had to use a Null modem
cable (from Com1 to Console) on the Catalyst. I bought a small batch of
routers off Ebay, months back. I had the same issue (garble & a successful
POST, but no readable output), this time it was a line speed config on the
Console port. It took me weeks to break it, because I did not realize you
must shut down Hyper Term every time you make a Properties change (so it can
reload to the new specs)...
Just a thought- I have found nothing more antagonizing, than coming up with
the cash for some piece of home equipment (know that it works) & not being
able to break into it :-0 I'm still looking for the previous owner who set
my MGS opening screen (Frame Switch) password with Minitel. I could see the
password, but could not reproduce the character :-)

I have tried both cables witha variety of connecting adapters. I did
manage to start getting data in the hyperterm window using an ethernet
cable. But the data I get is garbled, no text. I assume I have the right
physical elements in place, I just need to figure out where the data is
getting garbled. I have tried several setting with flow control but nothing
has changed.
Any more help is greatly appreciatted

whant kind of supervisor are you using ?
if it is sup II , you can use normal rollover cable.
But, if it is sup III , you must use straight-ahead cable (comes along with
Cat5500 , a yellow cable)
