One of the things your carrier may require is the type after your DLCI
number.  Contact your carrier and they will tell you what it should be.  Do
you have external CSU's or using internal on the router?

For example:

interface Serial1.1 point-to-point
frame-relay interface-dlci 659 IETF

Your bgp config isn't going to work either.  It's missing a few lines.  Are
you planning on running BGP?  If so, let me know and we can work on that
problem next.
