When looking up a route in the table, the router prefers an entry (route)
with a longer prefix, so if there is a network that falls within the summary
range on another interface, you must use either a static route with a longer
prefix (more than /19), or learn about that route from another protocol,
provided the protocol has a better administrative weight than the weight you
are using.

What is this summary for?  Is for an advertisement/redistribution into OSPF
or EIGRP?  If it is, then remember the default weights assigned to routess
learned from the various protocols...  A redistributed static route into
EIGRP will, by default be an EIGRP External, and have a weight of 170...
