On a 650x, from the switch, if you issue the set msmautostate to disable,
this should prevent you from having to have a device active on each VLAN.
I've done this with having an MSFC installed, and it seems to work.

On the 5500, I think the command is set rsmautostate disable, but I'm not
sure if it will work...  give it a whirl...

Try plugging in a client machine into each of your vlans.  I had this
problem with a 6509 and once the client link state came up, the interface
came up.
