Not perse .
There are topologies were you want the same
ringnumbers to avoid excessive explorer traffic .
Especially virtual ringnumbers in routers are used to
do this .
Physical tokenrings should have different ringnumbers
.
You will break connectivity when the same ringnumbers
are used .

What gets dropped are explorers .
You should NEVER see a frame with a RIF containing
duplicate ringnumbers.Never-ever .
