That is because the IGS is EOL .

I believe that the 2500 code will still run on an IGS,
if memory sizes allow.  The original IGS was only
expandable to 4 MB of DRAM max.

ALso when upgrading from IOS 9.x to 10.x you could run
into pain because of microcode issues ... I think ....

What 10.3 or 11.0 code did you try to load ?
