If the remote 4500 is the ABR, then it will need to receive LSAs from area
0, removing the benefit of making the new site totally stubby.  If the 7513
is the ABR, the wan link to the remote site will only need to carry a
default route rather than the routes for your 100+ node area 0.
So I would definitely make the 7513 the ABR.
