Interface Up with Line protocol down means that keepalives are not being
passed.  Default protocol is HDLC, make sure both ends are the same whatever
they are. If they're different - no keepalives.

What are the chances that both modules are bad? We need more info.  It's
great to say you've checked something but we can't be sure you checked the
right thing - nothing personal  :-)
