First, why is the clocking set to internal on your first router?
Wouldn't you want to derive clocking from the network?
Second, those cables should be straight, not crossed.
Once you have the physical layer up on both sides, make sure you have
the same line protocol on each end of the link. If it's point to point
and both routers are Cisco, you can use HDLC or PPP. If either of the
routers is not Cisco, use PPP.

I have a problem. I have a point to point t1
router 1 Line up protocol down
router 2 Line down protocol down
On router 2 the alarm LED is on. Both routers shared the same circuit
configs. Router 1 clocking is internal and router 2 clocking is line.
Should
the cables from the demark be straight through? One straight through?
One
crossed? Any advice would be greatly appreciated.
