Shahid - I'm still not clear on which interface is not showing up/up

You'll need to be much more specific for me to help...you might have a bad
serial interface on the 7000.  or maybe the interface is still shutdown? Try
moving your frame relay switch configuration to serial1/3 with all the
appropriate frame relay route statements and see what happens.

It's better that you send too much information than not enough.  Send the
results of these commands:

show interfaces - on the c7000
show run (or wr t) - on the c7000
write t (or show run) - on the hub router
the configuration of the router that has a down interface

here is the configuration as I understand it:
                        router1
                          |
                         s1/2
router2 --------- s1/0 c7000 s1/1 ---------- hub router3 (2 f/r maps dlci's)

now, which interface is down/down?
