I've just upgraded new (empty) flash sticks on a 2500 via directly connected
tftp server using standard copy tftp flash.
Remember the initial ping sequence may fail and usually does.
Make sure you've done a no shut on interface.
Sorry if I'm teaching you to suck eggs. Can't think of any other reasons for
lack of connectivity.
